      <abstract>IMPORTANT NOTE: This dataset includes spatial locations where streamflow permanence observations (continuous flow, discontinuous flow, and dry) were recorded using the FLOwPER (FLOw PERmanence) field survey available in the Survey 123 mobile data collection application. Additional information to describe the field conditions are included as part of the survey. Field observations in the FLOwPER Database have not been processed for quality control including spatial data accuracy or association with a stream network such as the National Hydrography Dataset.
Streamflow permanence observations are collected from several governmental and non-governmental organizations on a continuing basis.
This data release is formatted as a shapefile that includes streamflow permanence observations with associated information. Photographs associated with FLOwPER data observations are included. The spatial extent of this dataset is the western United States and includes the following states: Oregon, Washington, Idaho, Nevada, California, Colorado, Maryland, Montana, Virginia, Wisconsin, and Wyoming.</abstract>

        <procdesc>These data were collected using the FLOwPER Field Form, which is a mobile application with versions programmed for commonly available mobile devices. FLOwPER is programmed into Survey123 (TM) (ArcGIS online, Environmental Systems Research Institute, https://www.esri.com/en-us/home). The FLOwPER field form is detailed in Jaeger and others, 2020 (doi:https://doi.org/10.3133/ofr20201075).

Data collected using the FLOwPER field form is uploaded to the FLOwPER group within the ArcGIS online environment. The feature layer is downloaded periodically from the ArcGIS online database as a Vector Digital Data Set (Point) and is an Esri Point Shapefile for long term archiving in this ScienceBase Data Release.</procdesc>

        <procdesc>Data quality analysis and quality checks were conducted to remove any erroneous data (usually data uploaded when testing that the Survey123 form is functional) and to remove any PII from the photos uploaded with the data.

The downloaded hosted feature layer (see process step 1) is QAQC'ed to remove or adjust any obvious data errors and then exported as a shapefile in preparation for the data release. 

Any attached photos are also QAQC'ed, where any photos including an identifiable person are deleted and any vehicle license plates are blacked out. Photos are also renamed during this process so they all have consistent naming convention that includes the HUC for the location the related observation was taken. After QAQC, the photos are then sorted into individual zipped folders for each HUC across the spatial extent where observations were collected for the calendar year.</procdesc>
