      <abstract>The U.S. Geological Survey, in cooperation with the City of Brownsville, Texas, configured and calibrated a set of hydrologic models for a 217-square-mile study area in Cameron County in South Texas. The Hydrological Simulation Program—FORTRAN (HSPF) modeling system was used to simulate the hydrological conditions for the study area because it is one of the most comprehensive watershed models available and can simulate a wide variety of stream and watershed conditions with reasonable accuracy. This data release contains model control files and input and output data from hydrologic simulations of streamflow conditions for selected watersheds during 2022–23.</abstract>
      <purpose>The data sets in this data release were developed to be used as input to the Hydrological Simulation Program—FORTRAN (HSPF) model or other similar rainfall-runoff models for simulating hydrologic conditions for selected watersheds in Cameron County, Texas. These models are intended to support water-resource managers in understanding hydrologic conditions in the area and were used to estimate quantities of water diverted from the Rio Grande to maintain surface-water levels in study area resacas which are former distributary channels of the Rio Grande that no longer maintain a hydrologic connection.</purpose>
      <supplinf>The HSPF model software is distributed as part of the Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) system. BASINS version 4.5 (BASINS 4.5) was developed by the U.S. Environmental Protection Agency (EPA, 2024) to support watershed management. BASINS 4.5, the HSPF plugin, and other associated utility programs are available for download at https://www.epa.gov/hydrowq/basins-download-and-installation.

        <procdesc>Watershed Catchment Delineation

Watersheds were delineated into catchment areas (subwatersheds) in the CCSA for development of the hydrological model framework. Each catchment represents a model stream segment and associated drainage area. The drainage areas, number of model catchments, and mean catchment area for each of the nine watershed models are listed in "watershed_drainage_areas.csv."

Each watershed catchment was further divided into Hydrologic Response Units (HRUs) based on imperviousness and soil characteristics. Impervious cover for the CCSA was determined from the 2019 National Land Cover Database (NLCD) (Dewitz, 2021). NLCD impervious cover data represent urban impervious surfaces as a percentage of developed surface for each 30- by 30-meter grid cell in the United States (Dewitz, 2021). Percentages of imperviousness were categorized as 0–20.00, 20.01–40.00, 40.01–60.00, 60.01–80.00, and 80.01–100.00.

HRUs determined as pervious areas were further characterized according to soil hydrologic properties. Soils data from the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Web Soil Survey (NRCS, 2023) were downloaded in shapefile format and analyzed within an ArcGIS application (ESRI, 2025). Various soil associations within the study area were grouped and categorized into five general soil types based on soil associations described in the 1977 Soil Survey of Cameron County (Willilams and others, 1977). The five categories were used to characterize the soils in the CCSA according to their hydrologic response to infiltration, runoff, and evapotranspiration (Ockerman and Choi, 2026).</procdesc>

In HSPF, stream channel characteristics for each model stream reach/reservoir (RCHRES) are defined in function tables (FTABLES). FTABLES define the relation between surface area, volume, depth, and outflow for each RCHRES. Outflow from a RCHRES is simulated as a function of reach volume or water level. Outflow from a RCHRES can also be simulated from a time-series input which represents, for example, a municipal or residential withdrawal or a runoff diversion. There are two primary RCHRES types in the CCSA: canals and resacas (reservoirs). For RCHRES segments identified as 'canals,' channel geometry properties were determined from 2018 South Texas light detection and ranging (lidar) data available from the Texas Geographic Information Office (USGS, 2018). For selected RCHRES segments identified as 'resacas,' channel geometry data were derived from available bathymetric survey data (Ockerman, 2024). For resacas without available bathymetric data, FTABLES were scaled based on the FTABLES from nearby resacas that utilized surveyed bathymetric data; the scaling factor was based on the ratio of unsurveyed to surveyed resaca surface areas (Ockerman and Choi, 2026).</procdesc>

The CCSA model development required compilation of time-series data that were used to drive model calibration and simulations. Time-series data included meteorological and streamflow data. Meteorological time-series data (rainfall, water-surface evaporation, and land potential ET) were used to drive the model simulations (NWIS, 2025; NWS, 2024). Streamflow data (water-surface elevation and stream discharge) were used to compare with model simulated outputs to calibrate the model process-related parameters. "Data_collection_sites.csv" lists data-collection stations, locations, types of data collected, and period of data record for meteorological and streamflow data used for model calibrations and simulations. Residential outdoor water use withdrawal data were estimated using Hermitte and Mace (2012), and wastewater treatment plant discharge data were estimated using EPA (2024).</procdesc>

Streamflow calibration data (water-surface elevation and stream discharge) were available from five USGS streamflow gaging stations, located in five of the nine modeled watersheds, for most of the period of January 2022–December 2023 (USGS, 2025). Several stations began operation in March or April of 2022, and so data from the beginning of the year to the beginning of operation are not available for these stations. For the gaging stations in resaca watersheds, calibration is based on comparison of simulated and measured water-surface elevations. For gaging stations in the canal watersheds, calibration is based on comparison of simulated and measured discharge (flow rate, in cubic feet per second). Calibration results are quantified in Ockerman and Choi (2026).
Calibrated values of selected HSPF process-related parameters were further evaluated by a set of sensitivity analyses to better understand the effects that changes (or possible uncertainty) in selected parameter values would have on simulated runoff (Ockerman and Choi, 2026). Final calibrated parameters used for model simulations were documented in Ockerman and Choi (2026) and entered in the model User Control Instruction (UCI) files, as described in the "Overview" tab of the "Entity and Attribute" section of this data release.</procdesc>
