      <abstract>The Earth Observation Assessment (EOA) is a Congressionally-directed periodic evaluation of the nation's civil Earth observation portfolio. This portfolio comprises both remote and in-situ sensors, operated by both the public and the private sector.

The Earth Observation Assessment measures the effectiveness of the civil Earth observation system in meeting federal government objectives identified as Societal Benefit Areas (SBA). The White House Office of Science and Technology Policy (OSTP) charters the U.S. Group on Earth Observations (USGEO) as a subcommittee of the National Science and Technology Council (NSTC) Committee on Environment. USGEO conducts the Earth Observation Assessment to inform the regularly-updated National Plan for Civil Earth Observations, which serves to coordinate the development and support of the Earth observation enterprise across all sectors.

This is the data that supports the EOA 2023 Tableau Dashboard on the USGEO website.</abstract>

        <procdesc>The Earth Observation Assessment measures the effectiveness of the civil Earth observation system in meeting federal government objectives identified as Societal Benefit Areas (SBA). These Societal Benefits Areas are broken down into Sub-Areas, and subsequent Key Objectives for every Sub-Area by a committee of Subject Matter Experts (SMEs) chosen by the United States Group on Earth Observations (USGEO). These SMEs develop a Value Tree for their assigned SBA and they also identify Key Products, Outcomes and Services (KPSOs) that support the determined Key Objectives. The KPSO project leads or SMEs are contacted and surveys are conducted to determine what data sources they are using to support their project and how impactful each of those data sources are to their project. When other projects are identified as a data sources then they are also surveyed. This is done until every project is broken down into Earth Observation Inputs that are either observing systems or data sources. The surveys as well as the value tree are then put into a Portfolio Analysis model. This model then computes the impact of every Earth Observation Input on the value tree.</procdesc>
