These management actions are resource intensive and differ in effectiveness, largely because there are uncertainties about how the plant responds to treatment given site-specific conditions and variations in how managers implement control efforts. Moreover, managers often disagree on what outcomes can be expected from <em>Phragmites</em> control efforts. In addition, it is difficult to coordinate management efforts across the landscape and to disseminate what we can learn from every action taken across the broad scale of site characteristics and invasion states. To address these challenges, the Great Lakes <em>Phragmites</em> Collaborative (www.greatlakesphragmites.net) developed an adaptive management strategy called the <em>Phragmites</em> Adaptive Management Framework (PAMF). <br><br> PAMF is an adaptive management and collective learning program that anyone managing Phragmites can join. Participants from around the Great Lakes basin submit <em>Phragmites</em> monitoring and management data to bolster the PAMF predictive model, which uses participant data to continually 'learn' more about which management techniques are working to reduce <em>Phragmites</em> infestations and which ones are not. In turn, the PAMF model predicts optimal management guidance for each site being managed based on the most up-to-date information collected from all the participants. This process repeats annually, reducing uncertainty with additional data collected. By undergoing this collective learning process, PAMF can determine which management techniques are efficient and effective for controlling <em>Phragmites</em> quicker than if managers were working alone. The goal of PAMF is to determine best management practices for <em>Phragmites</em> in the Great Lakes.<br><br> This release contains anonymized participant <em>Phragmites</em> monitoring and management data submitted to the PAMF Web Hub, inputs used to run the PAMF Model (https://doi.org/10.5066/P9YNJS47), and data generated by the PAMF Model (e.g., management guidance) through June 30, 2021, at which time management of PAMF transitioned from the U.S. Geological Survey to the Great Lakes Commission. Important: this data release serves as an archive, but the data has been updated over time. For the newest version of all available PAMF data, see https://doi.org/10.5066/P9RKEY74 (coming soon). When participants enter Phragmites monitoring and management data into the PAMF Web Hub, the Web Hub prevents or warns users about entering values outside of expected ranges. For example, if a user enters a stem diameter of 100 mm, the Web Hub interface will provide a pop up that says "Are you sure? Most users report a value between 1 and 15 millimeters, and yours is not in that range. Please double check your entry, and make sure that your measurement is in millimeters." Similarly, if a user enters a stem density of 400 per 0.25 square meter quadrat, they receive this pop-up message: "Are you sure? Most users report a value of 60 stems or less, and yours exceeds that value. Please double check your entry, and make sure that stems were not counted outside of the 0.25m2 quadrat." The user is still allowed to enter a value outside the range, but they are warned. The PAMF participant data undergo standardized quality control procedures initiated by the PAMF Model (https://doi.org/10.5066/P9YNJS47; Dumoulin et al. 2026) during the yearly August model run. The model identifies any values outside of expected ranges and provides a report for PAMF staff to review. These data are either changed in the database after consulting with the participant or are excluded from the model. See "monitor_issues.csv", "manage_issues.csv", and "datpak_issues.csv" for the results of this quality control process for the monitoring reports, management reports, and data packages, respectively. Note that data excluded from the model due to quality concerns may be retained in the dataset but may not be useful in analysis. The data collected by participants represent invasive Phragmites stands monitored in July and managed throughout the year in the Great Lakes basin (USA). This information may not reflect conditions outside the Great Lakes basin or Phragmites monitored in other times of the year. Data are collected by volunteer participants and although the data is screened and quality checked by PAMF staff, data come with no warranties of any kind concerning completeness, accuracy, or reliability. Latitude and longitude of the centers of PAMF management units (MUs) are masked (i.e., anonymized) according to procedures outlined by Burgert et al. (2013), where center latitude/longitude of MUs in urban areas are randomly displaced (on land) within a distance of 2 kilometers, and those in rural areas are randomly displaced (on land) within 5 kilometers, with 1% of rural MUs displaced up to 10 kilometers. PAMF Model Development The Great Lakes Phragmites Collaborative (GLPC) facilitated the formation of the PAMF Core Science Team and the Technical Working Group (TWG). The PAMF Core Science Team consisted of staff from the Great Lakes Commission (GLC), U.S. Geological Survey (USGS), and University of Georgia. The TWG was composed of Phragmites experts from around the Great Lakes region and tasked with designing the PAMF program. The TWG, with support from the PAMF Core Science Team, worked for over a year to design an Adaptive Management program that would help managers reduce Phragmites infestations by identifying the most effective and efficient methods for managing differing levels of Phragmites invasions. Through a series of facilitated meetings and exercises, the TWG made decisions on what management actions and combinations of those actions should be included in PAMF. Decisions were also made regarding the program timing and data requirements. Specialized modelers were brought on to the PAMF Core Science Team and charged with building the PAMF learning model and propagating it with the initial data that was elicited from Phragmites experts across the region. Finally, monitoring protocols were designed to be accessible to all, requiring little time and effort commitment from participants, but robust enough to yield informative data and allow the PAMF model to learn over time. 1.1 Model Overview The PAMF Model (https://doi.org/10.5066/P9YNJS47; Dumoulin et al. 2026) is the foundation of the Phragmites Adaptive Management Framework. The PAMF model is made up of a back-end component (R software scripts) that analyzes participants' monitoring and management data (or data packages) and generates guidance, and a front-end component designed to facilitate the model's usage by PAMF staff. Management guidance production occurs over two broadly defined steps: (1) the PAMF Model draws from data in the PAMF Web Hub database (see Process Step 2) to update transition probabilities across a set of matrices describing the efficacy of each management combination across all possible invasion states, and (2) the Model provides these updated transition matrices, alongside cost information, satisfaction values, and information regarding participants' usage of past guidance (partial controllability), to an optimization routine that solves for the optimal approach to Phragmites management for each PAMF management unit. The PAMF Model is run yearly after the end of a PAMF 'cycle' (August of year 1 to August of year 2) to produce management guidance for the next PAMF cycle. The PAMF Model can also be run in February to produce Mid-Cycle Forecasting Guidance for a prediction of what standard August guidance may be. All model data inputs detailed below (including expert elicitation data) can be found in the folder "PAMF-Model-inputs." 1.2 Expert Elicitation Exercises To inform the starting parameters for the PAMF Model, expert elicitation exercises were conducted with members of the TWG in 2016 and 2017. Three to nine experts (depending on the exercise) were asked to provide data based on their experiences related to satisfaction and transition probabilities (see information below). Data were compiled and processed in R (see the folder "src\run-model\generators" in the PAMF Model release [https://doi.org/10.5066/P9YNJS47] for the scripts that process these data. 1.2.1 Satisfaction File location: PAMF-Model-inputs/expert-elicitation/satisfaction Satisfaction data were collected from seven experts prior to the first run of the PAMF Model. "Satisfaction" in this case refers to how satisfied experts would be with having a PAMF management unit at a given invasion state (i.e., we would expect low satisfaction with higher invasion states and higher satisfaction at lower invasion states). The following CSV file contains results of satisfaction expert elicitation exercise. - Satisfaction at various levels of Phragmites stem density and percent establishment (see "elicited_sat_2017.csv") 1.2.2 Transition probabilities Elicitation data for the initial parameterization of transition probabilities in the PAMF model were collected from the TWG. - Four combinations of management actions: RRR ("Rest"-"Rest"-"Rest"), GRR ("Glyphosate"-"Rest"-"Rest"), GPF ("Glyphosate"-"Pre-flood Clearing"-"Flood"), RPF ("Rest"-"Pre-flood Clearing"-"Flood") - Two initial percent Phragmites establishment rates: 20%, 80% - Two initial Phragmites stem densities: Low, High. For each initial state, experts estimated transition probabilities by distributing 100 'chips' between the possible post-transition states. These data from the above elicitations are contained in the files: "prob_dens.csv" and "trans_probs_elicitation.csv". Each expert also provided percent treatment efficacy (of reducing Phragmites establishment) estimates for Glyphosate, Glyphosate+ (a combination of Glyphosate and Imazapyr), and Imazapyr herbicides applied in the translocating phase of Phragmites (see "treatment_eff_treat_raw.csv"), as well as the percent treatment efficacy estimates of management action combinations used in the dormant and growing phases of Phragmites (see "treatment_eff_posttreat_raw.csv"). After the initial elicitation exercises above, three different TWG experts were tasked with providing treatment efficacy estimates for the "Cut underwater" and "Spading" management actions. The file "treatment_eff_treat_raw.csv" contains elicited responses from TWG members about the relative effectiveness of spading and cut underwater compared to the herbicide actions which were previously elicicted from experts (see above). This elicitation was done secondarily to estimate effectiveness of actions that do not appear in the original elicitation exercise. Elicitation data for the initial parameterization of transition probabilities in the PAMF Model are found in "treatment_eff.csv". These data are elicited values of efficacy at reducing Phragmites establishment by using different management combinations. Data from "treatment_eff_treat_raw.csv" and "treatment_eff_posttreat_raw.csv" are used to produce "treatment_eff.csv" (see PAMF Model release [https://doi.org/10.5066/P9YNJS47] for more information). The finalized transition probabilities gathered from these exercises are found in the file "repaired_priors.csv" - see the PAMF Model release [https://doi.org/10.5066/P9YNJS47] for more information. 1.3 Cost Data Cost constants (cost_constants2018.csv) were collected by PAMF staff to help estimate total costs per acre associated with each PAMF management action. PAMF staff performed web searches for typical costs involved with management (e.g., herbicides, labor, fuel, etc.). For more information about cost constant data collection, see the PAMF Model release (https://doi.org/10.5066/P9YNJS47; Dumoulin et al. 2026). Cost ranking data ("cost_rank_2017.csv") are used in the PAMF Model to optimize management guidance by cost and management combinations were ranked on a scale of 0-16 (low to high cost) by PAMF staff in 2017 using expert opinion. This cost ranking will be updated in future versions of the model to reflect cost data collected by PAMF participants. Dumoulin et al. 2026 2017 Process Step 2. PAMF Web Hub data Guidelines to participation in PAMF are outlined in the PAMF Participant Guide (https://bugwoodcloud.org/pamf/resources/PAMFParticipantGuideV5.0.pdf). Participants in PAMF submit their Phragmites management and monitoring data to the PAMF Web Hub online database (OMB Control # 1028-0124; https://www.ismtrack.org/pamf/index.cfm). Each PAMF cycle (August of year 1 to August of year 2), returning participants are expected to turn in a data package at the beginning of August consisting of 1) a monitoring report (from July of year 1), 2) a translocating season (August-October) management report, 3) a dormant season (November - March) management report, 4) a growing season (April-June) management report, and 5) a monitoring report from July of year 2. New participants enrolling a site after July of the previous calendar year only need to turn in a monitoring report at the beginning of August. Both new and returning participants that turn in a monitoring report in August are eligible to receive management guidance from the PAMF Model (see Process Step 3). 2.1 Quality control of PAMF Web Hub Data PAMF participant data were downloaded from the program's online web portal ("Web Hub") and stripped of personally identifiable information. Data in the Web Hub are quality controlled upon input by participants (see "Attribute Accuracy Report") and after data are checked by the PAMF Model for issues (see "Logical Consistency Report"). If PAMF data contain possible errors that could be corrected with correspondence with the participant, they are contacted and the data is updated in the Web Hub as appropriate, and the data are downloaded again. Otherwise, data are rejected for use in the PAMF Model and results of this quality control process are stored in various model outputs (see "Logical Consistency Report"). Because some PAMF data are updated during data quality checks, some PAMF reports may change year to year. For example, in 2022/2023, data collected from 2017-2023 underwent an extensive review process, and thus some reports from previous years were updated or added, and may not match the data in the Web Hub downloads from previous years. The data in the "database-downloads" folders represent snapshots of the data from their respective years. Running the PAMF Model PAMF Web Hub data were used as inputs to the PAMF Model, which uses participant data from the current PAMF cycle (August of year 1 to August of year 2) to generate management guidance for the next PAMF cycle (August of year 2 to August of year 3). Starting in 2021, it is also run in January/February to produce Mid-Cycle Forecasting Guidance (MCFG), or a prediction of what guidance will be in August (this can be useful for managers who need more time to plan for upcoming management activities). The PAMF Model and documentation for its use can be found as part of a USGS Software Release (https://doi.org/10.5066/P9YNJS47; Dumoulin et al. 2026). The PAMF Model was run in R (R Core Team 2022) and the data found in the folder "PAMF-Model-data" and detailed in this metadata file were produced as outputs by the PAMF Model. 3.1. Model run history After PAMF's program structure was designed, the PAMF Core Science Team led the first round of participant training sessions and initial participants were enrolled into the program in the summer of 2017. After a year of data collection, the PAMF Model was run for the first time in fall 2018, and run yearly in August thereafter. Data in the folder "PAMF-Model-data" can be used to recreate model runs from 2020. The Model was updated in 2020, and therefore we do not provide the data from the 2018-2019 model runs because they are not reproducible. However, quality control data and guidance produced in the 2018-2019 model runs are retained in the folder. In addition, due to updates in the model code, 'base runs' were run each year starting in 2020, which are essentially 're-runs' of model runs from previous years using the new model code. See the PAMF Model Software Release (https://doi.org/10.5066/P9YNJS47) for more information about base runs. 3.2. Model run data All August model run data can be found in the folder "model-runs" inside the model run folder for 2020: "PAMF-Model-data/2020-model-runs" folder. Each model run folder with a date in the name contains a model run from the PAMF Model (https://doi.org/10.5066/P9YNJS47). "OFFICIAL" in a model run folder name indicates a model run performed to obtain guidance that was distributed to PAMF participants. "Base runs" in a folder name indicate base runs used to generate a model run-- see the PAMF Model documentation for more info about base runs. Data used to run the model each year can be found in the "database-downloads" folder for each model run. To replicate a PAMF Model run using the PAMF Model, these data should be copied over into the "database-downloads" folder in the PAMF Model structure (see the PAMF Model documentation for more information). Note that these represent data downloaded from the Web Hub at the time indicated in the file names, which may have been updated in later years, and may not match the data in the newest version of the data. See the metadata for the distinctions between these files, but in short, "guidance-[YYYY].csv" and "mcfg[YYYY-MM-DD].csv" contain the management guidance for the model run indicated by the year or date indicated in the file name.
