      <abstract>Spatial analysis and statistical summaries of the Protected Areas Database of the United States (PAD-US) provide land managers and decision makers with a general assessment of management intent for biodiversity protection, natural resource management, and recreation access across the nation. The PAD-US 3.0 Combined Fee, Designation, Easement feature class in the full geodatabase inventory (with Military Lands and Tribal Areas from the Proclamation and Other Planning Boundaries feature class) was modified to prioritize overlapping designations, avoiding massive overestimation in protected area statistics, and simplified by the following PAD-US attributes to support user needs for raster analysis data: Manager Type, Manager Name, Designation Type, GAP Status Code, Public Access, and State Name. The rasterization process (see processing steps below) prioritized overlapping designations previously identified (GAP_Prity field) in the Vector Analysis File (e.g. Wilderness within a National Forest) based upon their relative biodiversity conservation (e.g. GAP Status Code 1 over 2). The 30-meter Image (IMG) grid Raster Analysis Files area extents were defined by the Census state boundary file used to clip the Vector Analysis File, the data source for rasterization ("PADUS3_0VectorAnalysis_State_Clip_CENSUS2020" feature class from ("PADUS3_0VectorAnalysisFileOtherExtents_Clip_Census.gdb"). Alaska (AK) and Hawaii (HI) raster data are separated from the contiguous U.S. (CONUS) to facilitate analyses at manageable scales. Note, the PAD-US inventory is now considered functionally complete with the vast majority of land protection types (with a legal protection mechanism) represented in some manner, while work continues to maintain updates, improve data quality, and integrate new data as it becomes available (see inventory completeness estimates at: http://www.protectedlands.net/data-stewards/ ). In addition, protection status represents a point-in-time and changes in status between versions of PAD-US may be attributed to improving the completeness and accuracy of the spatial data more than actual management actions or new acquisitions. USGS provides no legal warranty for the use of this data. While PAD-US is the official aggregation of protected areas ( https://www.fgdc.gov/ngda-reports/NGDA_Datasets.html ), agencies are the best source of their lands data.</abstract>
      <purpose>This raster analysis of the full Protected Areas Database of the United States (PAD-US) inventory was created to provide land managers and decision makers with a general summary of management for biodiversity protection, natural resource management, and recreation access. The full PAD-US inventory is an aggregation of data from managing entities representing the U.S. protected areas network and contains many overlapping boundaries. These raster analysis files were created from the PAD-US Vector Analysis File (including Census state boundaries to fill non-padus area) to prioritize and remove overlapping management designations, facilitate the combination of the PAD-US raster with other raster data, and also to provide protected area statistics in raster format. GAP Status Code, a measure of management intent to protect biodiversity, was used to prioritize overlapping management designations during the Vector Analysis File development (See PAD-US 3.0 Vector Analysis File and Summary Statistics associated with this data release; https://doi.org/10.5066/P9KLBB5D ), with highest priority given to GAP Status 1 areas. Users should seek authoritative source data directly to answer questions regarding one agency or those requiring more frequent updates. Ultimately, it will be the responsibility of each data user to determine if these data can answer the question being asked. Furthermore, the database is released on condition that neither the USGS nor the U.S. Government shall be held liable for any damages resulting from its authorized or unauthorized use. Inappropriate uses include: Using PAD-US for applications or analyses associated with one agency or a particular unit (agencies are always the best and authoritative source of their land data and many publish updates more frequently than PAD-US). Using some data to map small areas, typically requiring mapping resolution at 1:24,000 scale as boundary quality varies by data source (See "State of PAD-US Data" - a graphical summary of estimated inventory completeness, appropriate scale, and update frequency at: https://communities.geoplatform.gov/ngda-govunits/federal-lands-workgroup/) and using aerial photographs or ground surveys in areas where data are incomplete. Combining these data with other data finer than 1:100,000 scale (except for select federal agencies or states identified in "State of PAD-US Data") to produce new hybrid maps or answer queries. Generating specific areal measurements from the data finer than the nearest thousand hectares. Representing boundaries as a legal representation for regulation or acquisition. Establishing definite occurrence or non-occurrence of any feature for an exact geographic area. Determining abundance, health, or condition of any feature. Using Designation Type (Des_Tp) to query area (GIS_Acres) for specific designation types in the Raster Analysis as this field describes the result of the priorization process to remove overlapping designations.     <logic>Boundary discrepancies (mostly small slivers) between agency datasets and major overlaps associated with fee ownership (mostly between federal and state lands) in the PAD-US Fee layer of the PAD-US 3.0 geodatabase (PAD-US3_0.gdb, https://doi.org/10.5066/P9Q9LQ4B ) have been identified and are shared with agency data-stewards, who will edit source files as appropriate and resources allow. Users are encouraged to review topology overlap errors associated with the PAD-US 3.0 Fee Overlap Assessment (See Process Step 10, https://doi.org/10.5066/P9Q9LQ4B) for reference. Duplicates were identified in the PAD_US3_0.gdb. Some are legitimate while others are difficult to remove without further information and will be edited over time as legacy data are replaced. In addition, overlapping designation boundaries are intersected into fee simple lands in the Vector Analysis prioritization process; however, many designation boundaries include private or other inholdings and may result in inflated area calculations by land manager. Only protected areas within the full extent of legal Census state boundaries were included in the Vector and Raster Analysis. The Marine feature class in the full PAD-US inventory was not included in this analysis of PAD-US lands and inland waters. For example, GAP Status Code 1 (the priority area to represent in the raster when overlaps occur) was assigned GAP_Prity = 9, GAP Status Code 2 areas were assigned GAP_Prity = 8, etc. Due to this prioritization process and the nature of the raster data that does not contain any overlap, the area by designation type may be different from selecting by designation type in the full PAD-US inventory as areas with higher priority are cut into areas with lower priority.</procdesc>

        <procdesc>The fourth processing step used the ArcGIS Polygon to Raster Conversion Tool to convert vector data to raster data. The script has variables declared during the setup to define the Raster Cell Assignment Type (MAXIMUM_AREA), the Raster Prioritization Field (GAP_Prity), and the Raster Cell Size (30 meters), the Output Raster Type is a standalone Image (IMG) file. While the Raster Cell Assignment Type can be changed, the script defaults to using the MAXIMUM_AREA option. The Raster Cell Assignment Type is defined as follows: the method to determine how the cell will be assigned a value when more than one feature falls within a cell. The MAXIMUM_AREA option is defined as: the single feature with the largest area within the cell yields the attribute to assign to the cell. The conversion of polygons to 30 square meter cells in the rasterization process may result in the over or under representation of some boundaries when compared to the original vector polygon data.</procdesc>
