      <abstract>The Louisiana State Legislature created the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) in order to conserve, restore, create and enhance Louisiana's coastal wetlands. The wetland restoration plans developed pursuant to these acts specifically require an evaluation of the effectiveness of each coastal wetlands restoration project in achieving long-term solutions to arresting coastal wetlands loss. This data set includes aerial imagery for the Bayou Dupont Marsh and Ridge Creation (BA-0048) project for 2016. This data set is used as a basemap for habitat classification. It also serves as a visual tool for project managers to help them identify any obvious problems or land loss within their project boundary. To better evaluate the effectiveness of restoration efforts, a habitat classification is performed on specific CWPPRA sites to help assess landscape changes.</abstract>
      <purpose>The intended use of this data set is to provide information to aid the long-term efforts in the conservation, restoration, creation and enhancement of Louisiana's coastal wetlands.</purpose>
      <supplinf>A project boundary may be included on some hard copy maps. This boundary was created by the Louisiana Coastal Protection and Restoration Authority and therefore the information on the process will not be noted in this metadata set.

      <attraccr>Accuracy of remotely sensed classifications is generally assessed by an accuracy assessment in which random points are assigned, and user-defined truth is compared to the classification results, producing statistics regarding user's, producer's, and overall accuracy.  In this classification, 1,667,418 pixels were classified.  Theoretically, at minimum, a 1% sample would be needed to appropriately assess accuracy.  Assessing this many pixels is impossible, and as such, ancillary information is provided. 

Accuracy assessments in similar analyses using the same classification methodologies have produced a simple overall accuracy of 96.49%, but in these assessments, point selection was biased toward areas which are likely to contain error.  After accounting for this bias, the resulting assumed accuracy for the overall dataset is 98.88%.</attraccr>

Standard Operating Procedures for all of the Land/Water Classification were developed by GIS staff at the U.S. Geological Survey, Wetland and Aquatic Research Center. Habitat categories consist of a combination of both the U.S. Fish and Wildlife’s National Wetlands Inventory (USFWS NWI) and Anderson Land Use/Land Cover Classification Systems, as well as special modifiers to characterize critical habitat.

All habitat photointerpretation adheres to protocols and standards used by the NWI Program which are outlined in the “Classification of Wetlands and Deepwater Habitats of the United States” (Cowardin and other 1979, FWS/OBS – 79/31).   This classification system is a nationally standardized hierarchal system for habitat classification. Uplands are derived from a land use and land cover classification system for use with remote sensor data (Anderson et al., 1976).

Photointerpretation of BA-0048 utilized an October 2016 coastwide Louisiana aerial image. This imagery has four bands and 1 meter spatial resolution. 

After completion, the photointerpreter performed a Quality Assurance self-check of their work.  In addition, a second photointerpreter performed a final in-house Quality Control, assuring accuracy and data integrity.  The final in house Quality Control also reviewed all ancillary data including all available dates of imagery for the project area to ensure consistency of habitat mapping for each time period.  After the WARC completed our QA/QC protocols, the data was sent to the customer for their review and comments.  The customer has field experience of the project areas and can give critical feedback on the accuracy of the data.  If changes were suggested, WARC reviewed the area in question and incorporated all data to make changes if necessary. After all reviews and questions were answered, the final data product was then ready for map production and submitted to an online distribution source.</procdesc>
