This Well Completion Report geospatial dataset represents an index to a subset of records available from the California Department of Water Resources' (DWR) Online System for Well Completion Reports (OSWCR). This version of the release contains data from about 222,000 well completion reports (WCRs) for water supply wells from Amador, Butte, Calaveras, Colusa, El Dorado, Glenn, Kings, Merced, Nevada, Placer, Riverside, Sacramento, San Bernardino, San Joaquin, Shasta, Stanislaus, Sutter, Tehama, Tulare, and Yuba counties. A subset of WCRs for wells that are not water supply wells also are included. The California Groundwater Ambient Monitoring and Assessment Program Priority Basin Project (GAMA-PBP) did studies of water quality in groundwater resources used by domestic wells in parts of those counties in 2015-2021, and these data were compiled as part of those studies. A few WCRs from additional counties have been included because the WCRs were initially incorrectly assigned to one county and are now reported with their correct county assignment. This dataset differs from the data provided in OSWCR because it includes data for some additional fields, some data attributed in OSWCR were checked for accuracy and updated, and more precise locations were determined for some wells. The additional fields provide more detail about the open or perforated intervals in the well, various identification numbers for the wells, and generalized lithology, and were populated where they could be identified. Some attributes have been provided by cooperating entities as indicated in the REFERENCE field. About 60 percent of the locations are georeferenced to finer resolution based on county APN, 911, or local water authority geospatial datasets. The attributed information is linked to the redacted publicly available image when the link can be resolved.

This dataset is for information purposes only. All attribute values should be verified by reviewing the original Well Completion Report.
California Water Code Section 13752 allows for the release of redacted copies of well completion reports to the public.

DWR is the authoritative source of these data. https://data.ca.gov/dataset/well-completion-reports

Changes in Version 2.0
1) Ten authors were added to include USGS staff who worked on the project since publication of Version 1.0
2) About 120,000 new rows were added to the dataset, for well completion reports from eleven additional counties: Butte, Colusa, Glenn, Kings, Merced, Riverside, San Joaquin, Shasta, Stanislaus, Tehama, and Tulare.
3) Text in the Abstract/Summary, Purpose, Process Steps, and Use Constraints sections and for some of the attribute descriptions were revised to improve clarity of explanations.
4) Data fields were added for seal depth and seal material and a field was added to indicate in which version of the data release the row was first published.
5) Minor corrections made to entries in the original about 100,000 rows of data.
Version 1.0 can be obtained by request from G.L. Bennett, V (georbenn@usgs.gov)
<purpose>The primary purpose of this dataset is to present data compiled from well completion reports (WCR) on the location, construction characteristics, and identification of domestic and public supply wells in selected counties in California.A subset of WCRs for other types of water supply wells and non-water supply wells were also attributed in a subset of the counties. The data compilation was part of the California Groundwater Ambient Monitoring and Assessment (GAMA) Program, and used for identifying potential wells for sampling by the USGS for the GAMA project and for characterizing the temporal and spatial distribution of domestic wells. These attributed data will also be used to update the DWR OSWCR database.</purpose>
<supplinf>This is an ongoing project. Data will be added, typically by county.</supplinf>

<useconst>The following use constraints are taken from the California Department of Water Resources Online System for Well Completion Reports and are repeated here for clarity since the data reported from that system serves as the underlying dataset for this compilation and update effort.

The well completion report data and application are subject to change, and are for informational purposes only. All information displayed on the map and in attribute tables should be verified by reviewing the original Well Completion Report. Known issues include: 1) Missing and duplicate records. Missing values; either missing on original Well Completion Report, or not key entered into database, and 2) Incorrect values (e.g. wrong Latitude, Longitude, Record Type, Planned Use, Total Completed Depth)

Users are advised to read the dataset's metadata thoroughly to understand appropriate use and data limitations.</useconst>

<attraccr>The following disclaimer is taken from the California Department of Water Resources Online System of Well Completion Reports and is repeated here to emphasize that data retrieved from that system serve as the underlying source of data for this compilation and update effort: This dataset is for information purposes only. All attribute values should be verified by reviewing the original Well Completion Report. Among the known data issues are: missing and duplicate records, missing values (either missing on original Well Completion Report, or not entered into database), missing links to some of the redacted images, and incorrect values (e.g. incorrect Latitude, Longitude, Record Type, Planned Use, Total Completed Depth).

The data published in this data release may be more accurate than the underlying dataset, which is the main objective of the work. However, the above disclaimer still applies, and values should be verified by reviewing the original Well Completion Report which is the definitive source of information.</attraccr>

<complete>This Well Completion Report (WCR) geospatial dataset represents an index to a subset of records available from the California Department of Water Resources' (DWR) Online System for Well Completion Reports (OSWCR). The USGS California Water Science Center GAMA project has provided additional attributes and, in some cases, finer location information. The list of fields included in the attributed data increased over the period of this project, so earlier data are sparser. Not all data have a link to the publicly available WCR image. In any given county the focus of the work was on wells located within the boundaries of the GAMA-PBP study unit. If time allowed wells outside of the study unit would also be attributed. The subset includes Water Supply, Test Well, and Observation Planned Uses for selected areas in California. Only WCRs checked or attributed by USGS staff are included in this Data Release.</complete>

<procdesc>Unredacted and redacted Well Completion Report (WCR) images, indexes to both sets of images, and indexes to WCR data are received from CA Department of Water Resources (DWR) and loaded into an internal USGS database. The WCRNumber is the primary key in the DWR OSWCR system. However, DWR has not yet entered all WCR images into the public OSWCR system that hosts the redacted images, therefore there are some unredacted images that do not have DWR-assigned WCRNumbers. The WCRN is the Primary Key in the USGS internal WCR database and is equal to the DWR-assigned WCRNumber if it exists at the time the WCR image is added to the USGS internal WCR database. For WCR images that do not have WCRNumbers, an alphanumeric code beginning with "GAMA" is assigned and used as the WCRN. DWR may assign WCRNumbers to WCR images after the image has been assigned a GAMA alphanumeric code, and these new WCRNumbers are added to the WCRNumber field as they become available and can be definitively matched to a WCR with a GAMA alphanumeric code in the WCRN field.</procdesc>

In some cases, duplicate images are identified and one image is linked to the associated WCRNumber. WCRNumbers associated with the duplicate or successive index page images are removed from the USGS attribute table. The difficulty in dealing with duplicate images is complicated because the OSWCR data set contains a high percentage of duplicate scanned images with unique WCRNumbers that are the result of older scanning practices. Also, multipage documents were scanned individually by contractors for DWR. Resolving these issues is a time consuming and difficult process.</procdesc>

In some cases, data have been previously attributed by other entities. These are evaluated on a county by county basis and may be used for prioritizing the USGS attribution effort (e.g. PlannedUse, DateCompleted) or accepted as is into the USGS dataset. The Access Data Entry form is linked with the USGS MAIN data table in the SQLServer2016 database. Staff opens the Access data entry form and the unredacted WCR image, confirms or updates the well's construction and location attributes that may or may not have been already entered in OSWCR. Locations are geo-referenced, either by matching APN or address on the WCR or defaulting to centroid of MTRS if the geo-referencing to APN or address does not resolve correctly. Location information provided by other entities may also be used to geocode the well location in some cases. The data captured has changed over the years due to changing data quality objectives, changing DWR data, and changing project goals.</procdesc>

        <attrdef>Planned Use of the well</attrdef>
        <attrdefs>Producer Defined</attrdefs>
        <attrdomv>
<udom>The terminology for Planned Use categories has changed over time on the WCRs, and entries in this field are entered as on the WCR and not regularized to a consistent terminology.

PlannedUse entries for water supply wells that will be used for domestic drinking water supply or household water use
- Domestic
- Water Supply Domestic

PlannedUse entries for water supply wells that will be used for public drinking water supplies
- Public
- Water Supply Public
- Community

PlannedUse entries for water supply wells that will be used for irrigation.
- Irrigation
- Irrigation - Agriculture
- Irrigation - Landscape

PlannedUse entries for water supply wells that will be used for other specified uses:
- Aquaculture
- Dairy
- Industrial
- Stock or Animal Watering
- Public - Snow Making
- Other

PlannedUse of Water Supply means that information on the WCR indicates the well will be used for water supply but no specific use is listed.

PlannedUse of Test Well commonly means a well initially drilled for some type of water supply, but the well was not completed because it produced insufficient water for the intended use.

PlannedUse of Unknown means that the WCR did not specify a planned water use. This includes wells where Activity = Destroyed because WCRs for well destruction generally do not indicate the prior use of the well.

Although this data compilation is focused on Water Supply wells, data were compile for some other wells that are not Water Supply wells. Note that the WCRs for wells that are not water supply wells are a random subset of the total number of WCRs that exist in the OSWCR database for wells that are not water supply wells.
- Extensometer (well used to house instrumentation for monitoring subsidence)
- Observation (well is used to monitor water levels, water quality, or other aquifer conditions, and water extracted from the well is not used for purposes other than that monitoring)
- Vapor extraction (well is used to extract volatile organic compound contaminants from the aquifers system)</udom>

<udom>Generalized lithology. How the lithology is generalized will depend on the person doing the attribution. The geologic and hydrologic training and schooling of the students doing the generalization varies widely. The general guidance given to staff was that wells in alluvial sediments have descriptions on the well completion reports like sand, clay, silt, and gravel and could be generalized and attributed as “alluvial”. Wells in other materials often referred to as “Hard Rock” included terms like metamorphic, granitic, or volcanic on the well completion reports and therefore could be attributed as “Hard Rock”. There is no specific metric for assigning these values and the generalized lithology assigned to a given well was subjective.</udom>

<udom>Typically the derived centroid of the referenced polygon.

For Location Methods based on township and range information, the PLSS shapefiles from the CA Department of Pesticide Regulation are used. The official Bureau of Land Management (BLM) PLSS polygons do not cover many areas in CA and are not used by the Department of Water Resource, the CA State Well Numbering Authority. If the actual Township-Range-Section (TRS) falls outside the County the centroid of the TRS may be derived from Google Earth. https://www.cdpr.ca.gov/docs/emon/grndwtr/gis_shapefiles.htm

For Address and Assessor's Parcel Number (APN) Location Methods, the derived centroid of the referenced polygon from the County Assessor’s Office is typically used. Some Counties have addresses referenced to the location of the building, and those are used where available.

Latitude/Longitude on WCR: This may be either from the Driller at the site or assigned by DWR when reviewing the WCR in the office. Typically there is no datum specified, but the datum is assumed to be WGS84.

City: Sometimes the only location information on the WCR is the name of the city. The City location on Google Earth is used. The actual locations of these wells may be miles away.

WCR: A few selected wells are located from a combination of information on the WCR and search results from ParcelQuest or online mapping applications for queries based on APN, street address, etc. These are typically sparsely populated areas or Public wells.

USGS and USGS NWISWeb: The location as stored in the NWIS database. The locations for these wells have typically been field checked.

Not Located: Well was assigned a County by DWR, but no location information is included on the WCR. For the purpose of including such a well in the WCR geospatial index, multiple possibilities exist: USGS geospatial technician assigned a single arbitrary location in the county, location data from Local Agencies are referenced with the Agency Name, other references exist.</udom>
