      <abstract>This tabular dataset represents the source of monthly flow at 18 surface-water inflow points used as input into the Streamflow-Routing (SFR) Package for MODFLOW-One-Water Hydrologic Flow Model in the Rio Grande Transboundary Integrated Hydrologic Model (RGTIHM). Fourteen of the inflow points represent wastewater treatment plant (WWTP)/water reclamation plant outfalls, two of the inflow points represent electric plant outfalls, and the remaining two inflow points represent gaged Rio Grande below Caballo Reservoir and Bonita Lateral flows near the beginning of the SFR network within the RGTIHM. See the Inflow_ID attribute in the RGTIHM_SFR_Inflow_Pts and Inflw_ID attribute in the RGTIHM_SFR_Segments feature classes for the location of the points of inflow and the segment to which the flow was applied, respectively.</abstract>
      <purpose>This dataset was created as part of a U.S. Geological Survey study, done in cooperation with the U.S. Bureau of Reclamation, to be used as input data for the Rio Grande transboundary integrated hydrologic model and water-availability analysis, New Mexico and Texas, United States, and Northern Chihuahua, Mexico. The intended uses of this dataset include, but are not limited to, natural resource modeling, mapping, and visualization applications.</purpose>

        <procdesc>Flows were compiled from various sources (see Supplemental Information), or if no data were available from these sources were assumed to be equal to values from surrounding months with data or were assumed have no flow. For the WWTP/water reclamation plant and electric plant outfalls, information was compiled on the earliest potential discharge date, and the last potential discharge date, if applicable, for each facility. Most potential start and end discharge dates were obtained from PCS and ICIS Detailed Reports that contained National Pollutant Discharge Elimination System (NPDES) permit history, including original permit issue date and permit expiration date, if applicable (USEPA, 2016b and c). If no other information was available, the start and end discharge dates were assumed to be the original permit issue date and permit expiration/termination date, respectively, from PCS and ICIS Detailed Reports.

For some sites, additional references were obtained and used to provide more accurate estimates of start and end discharge dates. These additional references were used to refine start and end discharge dates for Anthony, NM WWTP (Inflow_ID: ANNM_364 and ANNM_373; Sites Southwest, 2010; Crilley and others, 2013) and Camino Real Regional Utility Authority (CRRUA) Santa Teresa WWTP (Inflow_ID: SANNM_434; NMED, 2015; Udall, 2015), and start discharge dates for El Paso Water Utilities John T. Hickerson Water Reclamation Facility (Inflow_ID: EPWU_470; Ruiz, H., El Paso Water, written commun., 2016) and City of Las Cruces East Mesa Water Reclamation Plant (Inflow_ID: LCEMRP_477; Molzen Corbin, 2014). Start discharge dates for Anthony, NM WWTP; El Paso Water Utilities John T. Hickerson Water Reclamation Facility; and City of Las Cruces East Mesa Water Reclamation Facility, and the end date for Anthony, NM WWTP were given as the year of plant completion (Anthony, NM WWTP start), initial discharge/plant operation (El Paso Water Utilities John T. Hickerson Water Reclamation Facility and City of Las Cruces East Mesa Water Reclamation Facility), or change in discharge location (Anthony, NM WWTP end), and were assumed to be January 1 of that year. The start discharge date for CRRUA Santa Teresa WWTP was given as a decade only (Udall, 2015), and was assumed to be January 1 of the first year of the decade. According to Crilley and others (2013), prior to 2009 Anthony, NM WWTP discharged to a drain, as opposed to its 2009-onward discharge to the Rio Grande, Thus there are two locations for Anthony, NM WWTP discharge; a pre-2009 location at the East Drain (Inflow_ID: ANNM_364) and a 2009-onward location at the Rio Grande (Inflow_ID: ANNM_373).

Prior to the start discharge dates, WWTP/water reclamation plant and electric plant outfalls were assumed to have no flow. At most WWTP/water reclamation plant and electric plant outfalls monthly discharge values for early times up through the start discharge dates were not available. In addition, several outfall locations (CRRUA Santa Teresa WWTP, Canutillo Independent School District [ISD] WWTP [Inflow_ID: CANTX_432], and Gadsden ISD [Inflow_ID: GADSN_374) did not have monthly discharge values for late times through the end discharge dates. Missing monthly discharge values for early times up through the start discharge dates were assumed to be equal to the temporally closest discharge value from the same month in the first year within the available period of record of discharge data at the outfall location. An exception to this convention was applied to the missing early time discharge values at El Paso Water Utilities John T. Hickerson Water Reclamation Facility, where expansion at the facility in 1996 resulted in about twice as much discharge as before the expansion (Ruiz, H., El Paso Water, written commun., 2016). As a result, it was assumed that values applied to months without discharge data in 1995 were half the values applied to months without discharge data in 1996. If start discharge dates were on the first day of a month, missing monthly discharge values were applied up through that month, otherwise missing monthly discharge values were applied up through the following month. Missing monthly discharge values for late times through the end discharge dates were assumed to be equal to the temporally closest discharge value from the same month in a prior year within the available period of record of discharge data at the outfall location.</procdesc>
