The U.S. Geological Survey's Upper Midwest Environmental Sciences Center (UMESC) has created high-resolution land cover/use data sets for the Upper Mississippi River System (UMRS) from 1:15,000-scale color infrared aerial photos. These data have been used to create a variety of products, one of which is a data set used to classify aquatic areas. The 1989 and 1991 aquatic areas data sets were created by first generalizing the available land cover/use data into a land/water data set, then reinterpreting the aerial photography within the areas classified as water to determine the type of aquatic area. The geographic extent of the UMRS is the Mississippi River floodplain from Cairo, IL to Minneapolis, MN and the Illinois River floodplain from its confluence with the Mississippi near Grafton, IL to Lake Michigan.
<purpose>The Upper Midwest Environmental Sciences Center administers the US Army Corps of Engineers' Upper Mississippi River Restoration (UMRR) Program, Long Term Resource Monitoring (LTRM) element, authorized under the Water Resources Development Act of 1986 (Public Law 99-662). The mission of the UMRR-LTRM is to provide decision-makers with information to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. The long-term goals of the program are to understand the system, determine resource trends and impacts, develop management alternatives, manage information, and develop useful products. The creation and distribution of aquatic areas data for the UMRS aids the Center in meeting these goals through the Habitat Needs Assessment II (HNA-II) project. The HNA-II will utilize many new data and information products, as well as modeling approaches that were stated as limitations of HNA-I. In addition, previous efforts to document desired future conditions of the UMRS will be incorporated into the assessment. Finally, additional input from river resources and other technical teams will help guide the process.</purpose>
<supplinf>Most of the individual data files were created from 1989 land cover/use data, except for the La Grange navigation pool on the Illinois River, and a portion of navigation pool 26 on the Mississippi River. Due to high water conditions present in 1989, 1991 aerial photography and land cover/use data were used to create the La Grange data set. Pool 26 was created from 1989 photography with an addition of 1991 photography where the pool 26 Lock and Dam was rebuilt.</supplinf>

<procdesc>In order to update the original 1989 Aquatic Areas datasets, it was necessary to begin with the land cover/use data, and perform a dissolve to create a new land/water dataset. Changes made to the lookup tables since the originals were created have led to changes in the way certain classes of wetland and aquatic vegetation fall to land or water. This new land/water dataset then forms the basis of the Aquatic Areas delineations. Esri ArcGIS 10.4.1 was used for this and all subsequent GIS processing steps.</procdesc>

<procdesc>The Main Navigation Channel and Channel Border polygons were copied from the original 1989 Aquatic Areas and appended to the new land/water dissolve. The rest of the Aquatic Areas were attributed on screen, with polygon boundaries delineated where necessary, according to a generalized version of the classification described here:
